National Urban Livelihood Mission


Govt. of India has launched Deendayal Antyodaya Yojana- National Urban Livelihood Mission (DAY-NULM) by replacing the existing Swarna Jayanti Shahari Rozgar Yojana (SJSRY) scheme w.e.f. 24th September 2013.

Main objective is to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities.

The Mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.

NULM envisages universal social mobilisation of urban poor into Self-Help Groups (SHGs) and their federations.

At least one member from each urban poor household, preferably a woman, should be brought under the Self-Help Group network in a time-bound manner.

Normally, women SHGs will be formed, however male SHGs of handicapped persons are also encouraged.

Salient features:

Community Organisers (COs) and professionals from Urban Local Body (ULB) will identify the prospective beneficiaries from among the urban poor.

No minimum educational qualification is required for prospective beneficiaries.

Wherever the identified activity for micro-enterprise development requires some special skills, appropriate training must be provided  before extending financial support.

In addition to skill training of the beneficiaries, the ULB will also arrange to conduct Entrepreneurship Development Programme (EDP) for 3-7 days for individual and group entrepreneurs.

Maximum project cost for individual micro enterprise and Group micro enterprise  is Rs. 2.00 lakhs and Rs. 10.00 lakhs respectively.

No collateral required in case of loans up to Rs.10.00 lakhs

Assets created out of loan to be hypothecated to banks.

CGTMSE coverage is available.

Repayment  period - 5 to 7 years after initial moratorium of 6-18 months.

For prompt repaying women SHGs, additional 3.00% interest subvention is available.
